Dr. Dionysis R. Rigopoulos
Dionysis R. Rigopoulos holds a diploma from the National Technical University of Athens (NTUA), and M.Sc. & Ph.D. degrees from Carnegie Mellon University. He has been working in the public sector since 1983. He has lectured at NTUA and is an instructor at the National Center for Public Administration and Local Government (EKDDA).
As an Inspector-Controller of Public Administration since 2009, he has developed ad hoc software solutions to facilitate, systematize and extend inspections. In 2012, he participated in the Committees for the Restructuring of three Ministries. He then proposed a digital Model for the Administrative Reform. He has also proposed the “Digital Organogram”: a minimal, open, and unified real-time mapping of the structure and staffing of all bodies receiving public funds. This tool conforms with open data legislation and data protection rules and provides –to both State and citizens– accurate current depiction of all administrative units’ hierarchy and the employees who serve in each unit. It is also fundamental for applying collective intelligence (“the wisdom of crowds”) to the redesign and reorganization of the Greek State’s functions and performance.
